February 9, 1972, New York Times, Nader Suit Says Justice Department Encourages Election Fraud, by Ben A. Franklin,

WASHINGTON, Feb. 8 -- The Justice Department was accused in a lawsuit by a Ralph Nader group today of permitting and even "encouraging" nearly half a century of such "wholesale, widespread and flagrant" violations of Federal election laws that the Government itself had become the chief protector "corruption, fraud and dishonesty" in the financing of Presidential and Congressional campaigns.
